CONEST - Consortium of North East States and Tribes
was developed in1991 through the efforts of the Region I Lead Program. CONEST developed
the first interstate and intertribal Memorandum of Understanding MOU in the country
outlining State and Tribal Lead Program Standards. Standards were developed for
administration, infrastructure development, enforcement of training, accreditation
and auditing, contractor certification and licensing, tracking and third party examination
requirements, and work practice standards for lead-based paint activities in target
housing and child-occupied facilities. The Consortium consists of Region I and II
states and Region I tribes.
